The short answer
Dehradun has very few places that say “dogs welcome” in writing. It also has very few that say “no dogs”. Most places publish nothing, so the honest answer for them is: we don’t know, and the person at the gate decides. Plan your days around that. Go where you can turn back easily, keep one person free to wait outside, and never plan on leaving your dog in the car.
Dogs are welcome at our house. Tell us beforehand. That part is on our dog page; this page is about the city and the day trips.
Place by place: are dogs allowed?
“Yes” means a published rule allows dogs. “No” means a published rule keeps them out. “Unknown” means we found nothing either way.
| Place | Dogs? | What we found (1 Nov 2026) |
|---|---|---|
| Forest Research Institute (FRI) | Unknown | FRI’s visitor circular of 23 May 2026 lists fees and sessions and says nothing about pets. There are leopard alerts on campus (see below). |
| Dehradun Zoo (Malsi) | Unknown | We found no published pet rule from the zoo. Plan as if the answer is no, and ask at the gate before you leave the car. |
| Rajaji Tiger Reserve safaris | No | A visitor guide to the park lists pets as not allowed. The reserve’s own site says nothing either way. We treat it as no. |
| Forest department eco-tourism zones | No | The Uttarakhand Forest Department’s Haldwani division says pets are not allowed in its sanctuary or tourism zone. We found no published rule for the Dehradun or Mussoorie divisions. |
| Temples | Unknown | We found no published rule for the big temples. Plan for one of you to wait outside with the dog. |
| Malls | Unknown | We found no published policy for Dehradun’s malls. Call the mall before you go. |
| Mussoorie Mall Road | Unknown | No published rule on dogs that we could find. Cars are kept off it in the evening, so it is a walking street then, and busy. |
You’ll notice there is no “Yes” in the table. We didn’t find a single attraction here that publishes a rule welcoming dogs. That doesn’t mean you’ll be turned away everywhere. It means you should ask first.
The rules we could find
- FRI and pets
- The visitor circular dated 23 May 2026 (in force from 25 May) does not mention pets. It sets gate entry at ₹100 per person (Indian nationals) for each session, and ₹150 for a private car or taxi. Session I is 10:00 am to 1:30 pm, Session II 1:30 pm to 5:00 pm.FRI circular, 23 May 2026, checked 1 Nov 2026
- Leopards at FRI
- FRI’s circular of 10 Dec 2025 (in Hindi), issued after a leopard was seen on campus on the evening of 9 Dec, asks morning and evening walkers not to walk alone before 6:30 am or after 5:30 pm, to keep off forest paths, to walk only near the Main Building and not to cross the barriers into the reserved forest. FRI’s circulars page lists further leopard alertness circulars dated July and August 2026.FRI leopard circular, 10 Dec 2025, checked 1 Nov 2026
- Rajaji Tiger Reserve
- The reserve’s official site did not mention pets either way when we checked. A long-running visitor guide to the park (not the official site) lists “Pets are not allowed in the Park”. We treat it as no.Rajaji Tiger Reserve (official), checked 1 Nov 2026
- Forest tourism zones
- The Uttarakhand Forest Department’s eco-tourism rules for the Haldwani division say pets are not allowed in the sanctuary or tourism zone. We found no published equivalent for the Dehradun or Mussoorie forest divisions.Eco Tourism, Haldwani Forest Division, checked 1 Nov 2026
- Dehradun Zoo
- No published pet rule found. Dehradun Nagar Nigam lists the zoo on Mussoorie Road, 9 km from the Clock Tower.Nagar Nigam Dehradun: Malsi Deer Park, checked 1 Nov 2026
- Mussoorie Mall Road
- No vehicles on Mall Road from 4:30 pm to 10:30 pm, the Mussoorie SDM said on 22 Oct 2026. We found no published rule on dogs.Garhwal Post, Oct 2026, checked 1 Nov 2026
FRI with a dog
FRI is the first place many dog owners think of, because the grounds are huge and green. The visitor circular doesn’t say no to dogs. It doesn’t say yes either. If you go, go on the first session, keep the lead short, and be ready to hear no at the gate. FRI also closes to visitors at short notice, so look at its circulars page the evening before.
The bigger reason for care is leopards. FRI keeps posting alertness circulars about them, and its December 2025 circular tells walkers to stay near the Main Building and off forest paths. With a dog, we’d take that seriously: stay on the main roads near the Main Building, stay in daylight, and don’t let the dog nose into the undergrowth. There’s more on visiting in our FRI guide.
What we’d skip with a dog
- The Rajaji safari. A shared jeep on a forest track is no place for a dog, and we treat the rule as no. If a safari is the point of your trip, plan which of you stays back with the dog. Our Rajaji page has the safari details.
- The zoo. Even without a published rule, a dog near enclosures is stress for everyone. One of you would end up waiting in the car park, so we’d do the zoo on a day without the dog.
- The water spots in the monsoon. Sahastradhara and Robbers Cave are built around streams and pools. In the monsoon, when hill streams can rise quickly after rain upstream, we’d leave them for another trip. In any season we don’t suggest anyone go in, people or dogs.
Day trips with a dog
Mussoorie
Mussoorie is about 40 km by road from the Clock Tower (the district administration gives 38 km), up a winding hill road. With a dog, that road is the hard part: carry water and a towel, and stop if your dog is car-sick. Mall Road is closed to cars from 4:30 pm to 10:30 pm, as of the SDM’s statement on 22 October 2026. That makes it a walking street in the evening, and on a weekend it is crowded. A crowd is hard on a nervous dog. If yours is one, walk Mall Road in the morning and start back down before the evening rush. We found no published rule on dogs for Mall Road.
The road itself closes at times. On 20 July 2026, the district administration closed the Dehradun–Mussoorie road until further orders after part of it sank near Kolhukhet in heavy rain, Garhwal Post reported. In the monsoon, landslides on hill roads can shut them again at short notice. Look at our roads and weather checklist the evening before, and see the Mussoorie day trip page for parking and the police plan.
Rishikesh and Haridwar
We haven’t found a published dog rule for the ghats or the bridges, so we treat them as Unknown. They are crowded, and the river is for looking at, not for swimming, for you or the dog. Rajaji’s official site lists safari zones at Haridwar and at Chaurasi Kutiya in Rishikesh. If a plan takes you into a safari zone, the dog stays out.
Heat: when to go out
The India Meteorological Department’s averages for Dehradun (1991–2020) put the hottest days in May, at about 35 °C, with April and June not far behind at about 33 °C and 34 °C. In those months we’d walk before 9 am or after sunset, and keep the middle of the day indoors. July and August are the wettest months, with rain on about 21 days each, so expect wet walks and muddy paws.
November is the easy month: average highs of about 25 °C and lows of about 11 °C, and almost no rain. December and January are cooler, with average lows of about 6–8 °C. A short-haired dog will want a coat on early morning walks.
Ticks
Ticks are worth planning for. In a 2011 study of 525 street and shelter dogs sampled in the 2008 monsoon, three in four dogs in Delhi had ticks, and about half of all the dogs carried at least one tick-borne infection. Those were not pet dogs, and Delhi isn’t Dehradun, but it’s a fair warning for anyone driving up from the plains in the warm months.
- Ask your vet about tick prevention a week or two before the trip, not the day before.
- After walks in grass or forest, check the ears, between the toes, under the collar and the armpits.
- If your dog goes off food, runs a fever or seems tired after the trip, tell your vet about the ticks.
The city’s own dog rules
In December 2025, newspapers reported that Dehradun Municipal Corporation had framed a Dog License By-law 2025. The Statesman quoted the municipal commissioner saying that dogs taken out of the house need a leash and a muzzle, and that owners face action if a dog is left untied in public places or messes in open areas. Hindustan Times said the rules would apply once published in the gazette. We couldn’t confirm when it was notified in the gazette. The by-law is written for dogs kept in the city, and we haven’t seen how it applies to visitors. Our advice is simple: keep your dog on a lead in public, carry waste bags, and pack a muzzle if your dog is used to one.
If you need a vet
We couldn’t confirm a government veterinary hospital from an official source, so we won’t name one here. If you need a vet while you’re with us, ask us on WhatsApp. Before you leave home, save your own vet’s number and keep your dog’s vaccination papers in the car.
How we’d plan three days with a dog
This is how we’d plan it, not a rule. Day one: arrive in the afternoon (check-in is from 2 pm) and let your dog settle in. Day two: FRI’s first session, on a short lead, then home before the afternoon. Day three: Mussoorie in the morning, back down before the Mall Road crowd builds. Save the zoo and the safari for a trip without the dog.
When you’re ready, see the house and send your dates. Tell us your dog’s breed and size in the same message, and we’ll talk you through the rest.
